Core updates and fixes 7/19-7/22

We will be updating the 3.3.5 core with all sorts of fixes, patches and script updates this coming weekend. Thanks to Victor working with me on merging about 70 weeks of updates from TC2 repo. This will also change the command permissions system but not the actual commands. The current plan is to get up to date with TC2 and then merge once a week on Tuesdays like retail. Without the downtime. NONE of this should create any sort of server outage or downtime. This needs to be clearly stated to the players so be ready for questions. I do not know what all the fixes we are going to add are going to fix so please do not ask. I will try to post a huge changelog on Tuesday when it goes live.
